For V4.3.x versions, this view does not record data starting from V4.3.5. You can query the GV$SYSTEM_EVENT view and GV$OB_ACTIVE_SESSION_HISTORY view to obtain lock diagnostic data.
Purpose
This view displays the Latch information of all OBServer nodes in the cluster.
