The BASE64_ENCODE function encodes the binary representation of a RAW value into a Base64 RAW string and returns the string.
Applicability
This topic applies only to OceanBase Database Enterprise Edition. OceanBase Database Community Edition provides only the MySQL mode.

r IN RAW)
RETURN RAW;
