Value range	* OFF (0): Disable * ON (1): Enable
Effective scope	* Global * Session

After the recycle bin is enabled, a deleted table and objects on which the table depends are stored in the recycle bin. When the recycle bin is disabled, a deleted table and objects on which the table depends are removed directly without being stored in the recycle bin.
