enable_get_rslist_remote specifies whether OceanBase Database Proxy (ODP) obtains the RootService list from the remote server.

Attribute	Description
Parameter type	Boolean
Default value	False
Value range	`True`: specifies to pull the RootService list from the cluster. `False`: specifies to use the RootService list cached in ODP.
