congestion_fail_window specifies the statistical period for failures of OBServer nodes. This parameter is used in combination with congestion_failure_threshold.
If the number of failures exceeds the value of congestion_failure_threshold during the specified statistical period, the corresponding OBServer node is added to the blocklist.
Note
When the parameter value is modified, the failure count is cleared and failures are counted based on the new `congestion_fail_window` value.
