Update notice to OceanBase International Privacy Policy

Dear users,

To provide you with better service and a more enhanced user experience, we have updated the OceanBase International Privacy Policy. The main updates are:

1. Optimized the language regarding the Sections of "I. How We Collect Personal Information" (subsections of "2. To provide account services" and "5. To provide customer services and improve the qualify of services"), subsection 1 of "III. How We Store and Protect Personal Information" and subsection 1 of "VI. How You Can Exercise Your Rights regarding Your Personal Information";

2. Included a new section of "XI. Additional U.S. State Disclosures" which specially applies to users from the U.S.
